Virginia Licensing Requirements

This information pertains to resident license applicants. For nonresident license information, please refer to the Virginia Bureau of Insurance website, here.

 

1. All Virginia Licensing Requirements AND a list of content which will be tested by an Insurance License Exam is found in two documents: 

  • Virginia License Information Bulletin
  • Virginia Examination Content Outline

          - Life Insurance & Annuities

          - Health Insurance

          - Combined Life, Annuity & Health Insurance

 

2. It is highly recommended each licensee complete a License Exam Prep Course

Although NOT required in Virginia, the overall pass rate is 50 - 60% for first-time test-takers.  Prospective licensees WILL PASS the Virginia License Exam when they follow the MaxQ Learning System®.

 

3. Schedule and Successfully Pass Your Virginia Licensing Exam

When the course is complete and you have mastered the content AND successfully completed the FOUR Simulated License Exams (Score over 80%), the NEXT step is to schedule your license exam.

4. Successfully Pass Your Virginia Licensing Exam

The minimum passing score is 70%. At the end of your exam, your score will be shown on the screen, and you will receive a printed score sheet.  When the exam has been completed, Prometric will then inform the Virginia Bureau of Insurance on your behalf.  The Bureau will retain this successful completion and consider it valid for 180 days (after your testing date) awaiting the arrival of your Criminal History Record Report and your Fingerprint Data (the next two steps below)!

5. Obtain a Criminal History Background Report from the Virginia State Police 

To request a criminal history record report from Virginia state police, visit this link to request your Criminal History Record Report (“CHRR”). When completing the form, have the report mailed back to you, not to the Insurance Bureau.

 

6. Get Fingerprinted

  • Resident applicants must schedule an appointment to be fingerprinted at one of Fieldprint's 46 locations as part of the application requirements. Visit Fieldprint and use code “FPVABOICHRR” to create a secure user account. This Fieldprint code ensures that the results are provided to the Bureau of Insurance.
  • Bring the appointment number and two forms of valid identification to your Fieldprint appointment. Your fingerprints are collected electronically by Fieldprint’s trained technicians and are electronically transmitted to the Virginia State Police and FBI for a background check. The results are then sent to the Bureau of Insurance for review.
  • The fingerprinting cost is $35.72 which includes the Virginia State Police and FBI fees.
  • Fingerprints must be no older than 90 days for use with an application.
  • Fingerprinting is not required if fingerprints have been submitted in the last 12 months and the applicant is currently licensed.

 

7. Apply for a Virginia Insurance License

Once you have passed your state licensing exam, you are ready to apply for an insurance license.

When the completed Criminal History Record Report has been received, the applicant submits an electronic application to the Bureau of Insurance through Sircon (Remember to attach the Criminal History Record Report)

When processed, you will be assigned a National Producer Number or NPN.  This unique identifier is assigned through the licensing application process and is used to track individuals and business entities on a national basis. The NPN is used by many states to replace a state producer license number.
